If you can't read the card that is attached, it's S.A.C.K. soapsack.com The card says each sack is made by a volunteer and comes with soap. You can use the sack as a washcloth. It's tell them it's made from cotton and is therefore oft. I think this would make for a cute gift idea as well, though it's intent is to aid those in shelters. She's also included crocheted cotton washcloths.
The webpage has patterns for both knitting or crocheting the sacks for the soap.
